For the people from the year before, yes it's their fault they didn't have 2 guys to keep for the next year. But that shouldn't punish them and force them to keep two players just because.
I don't see any advantage to people not keeping, I see a disadvantage because you don't have a potential steal. They start off with the full amount, whoop di do, they are still working under the same budget.
And my main point it, why make teams keep 2 $1 players for them to be dropped right after that draft and not have a chance to get 2 guys that may be able to be kept the next year, starting the process over again.
Plus Rev always has at least $15 left over at the end of the draft, so who cares if people start off with the full amount?

The rule is intended to keep it fair for everyone each and every season.
If you do keepers, EVERYONE keeps the same numbers, period.
And Mastermind taking over GTM's team is gonna have him keeping Killa Cam for $1.
Matt Velli taking over Non Chalante's teams gonna have him keeping Matt Stafford for $19.
HHR taking over
No tears, man up and pick two to keep.
If Tremont doesn't like his keeper choices, he's got himself to blame.
