A high-ranking law enforcement source tells The Star-Ledger of Newark a 19-year-old has been charged in connection with the incident.

The alleged cameraman and a third person who was allegedly present also have been arrested.

It's not clear when the video, which was posted on YouTube, was made.

The police director has called the video sickening.
